What Were Two Men (White Hat Guy and Black Shirt Guy) Near Charlie Kirk Doing?

This video first showed up last night. 

A man in a white hat was behind Charlie Kirk and it looked like he was giving hand signals to someone like a coach in baseball.

Who was he signaling to and what was he communicating?

After looking at it further there was a black shirt guy also giving hand signals (see above)?  Were they on Charlie’s team?  What were they signaling and to whom?

If these guys were working for Charlie, were their hand signals used by the killer or killers to kill Charlie.
