I would tell them we need to shut down the 850 military installations around the World to help reduce the Defense budget. The Defense budget is for National Defense and not to fight for International Corporations. Next would be to cut the Defense budget to 500 billion which is still twice what Russia or China spends. Next would be to get the hell out of NATO. That is the reason Russia invaded Ukraine in the first place. Focus on producing products that are competitive with China. We need to do what China did to us and that is take their ideas and make them better and that is all electronics we currently buy from them.
