Yes, they are. Machines and machine “security” procedures, then, should never have been a federal topic. Think of Jeh Johnson, in 2017, putting elections under the DHS. Look at CISA, etc. Precedent if needed, and I think it is.
Voting is not in the enumerated powers of the federal government, which makes is a state sovereignty / 10th amendment topic.
