California’s Secretary of State, Shirley Weber, certified the 2024 Election with an estimated 3.8 million non-citizens on the voter rolls. This election was not “safe, free, or fair” but it was “accessible to all”.
California’s 2024 election was a mess. It was not fair, free or safe. As reported previously there were numerous material issues with the election.
Garbage Voter Rolls
The biggest reason for not certifying California’s election results has to do with voter rolls. One study estimated that 3.8 million records in California’s voter rolls are non-citizens. With 22.6 million registered voters in the state, this is 17% of registered voters.
This estimate was determined by comparing individuals registered in the voter rolls that were born outside the US with the number of individuals who legitimately gained US citizenship. The number of foreign born voters registered in recent years far exceeds the number of naturalized citizens. The cause of this difference is that in California, individuals who apply for drivers licenses are automatically added to the voter rolls (Motor Voter). Many of these individuals are not US citizens. This and the barriers to verifying citizenship have led to millions on the voter rolls who aren’t US citizens.
There is the potential that nearly 1 in 4 voters in the 2024 Election were non-citizens. Voter rolls in California are so bloated with non-citizens, no election can be legitimately certified with these millions of non-citizens embedded in the results.
Ballot Harvesting and Mail-in Ballots
Since California went to ballot harvesting the results have been devastating for the GOP. Heritage reported in 2019:
Vote harvesting is the collection of absentee ballots from voters by a third party who then delivers them to election officials. The term “vote harvesting” was essentially unknown to the general public until the North Carolina State Board of Elections overturned the results of the 2018 election for the Ninth Congressional District due to illegal vote harvesting, what the board called a “coordinated, unlawful and substantially resourced absentee ballot scheme.”
It was also raised as a concern in California after the unexpected losses of Republican-held congressional seats, including in Orange County, a traditional Republican stronghold, where the registrar of voters said that individuals were “dropping off maybe 100 or 200 ballots” at a time.
Ballot harvesting is still in place and all registered voters receive a ballot for the election in the mail. The chain of custody surrounding ballots harvested in the state is not adequate or is non-existent. Who knows where the completed ballots come from.
Voter Identification Non-existent
Not only is it almost impossible to determine where a ballot came from, it is also impossible to determine who the ballot came from. Local governments in the state couldn’t ask for ID’s from voters.
California Governor Gavin Newsom has signed legislation that prevents local governments from requiring voters to present identification at the polls, a law aimed at curbing conservative efforts in cities like Huntington Beach.
Californians literally have no idea who sent in the millions of ballots counted in the 2024 Election.
Weeks of Counting
Another observation about California elections is the weeks of “counting” ballots after the election before the results are certified. America knew the results of the 2024 Election in Florida and Texas on Election night, but not so in California.
On election day at least four US Congressional seats out of six in Orange County showed that the GOP candidate was ahead. But after weeks of counting, three of these candidates lost to Democrats (the 45th, 47th and 49th districts) by a total of approximately 28,000 votes.
The worst scenario was the loss by Michelle Steel. She was ahead for at least 10 days before the election was called for her Democrat opponent.

Election Observers Were Prevented from Challenging Voter Signatures
We can add to the above list this additional lack of transparency. Election observers were prevented from the reasonable ability to observe the 2024 Election. If they identified anything, they lacked the ability to do anything about it.
But Secretary of State Shirley Weber, PhD, claims the 2024 Election in California was “safe, free, fair, and accessible to all”.
The only thing we would agree with here, were the elections were “accessible to all” with an estimated 3.8 million non-citizens on California’s voter rolls, the 2024 election was even accessible to non-citizens.
Weber, describes herself on the state’s website, in part, as follows:
Weber was born to sharecroppers in Hope, Arkansas during the segregationist Jim Crow era. Her father, who left Arkansas after being threatened by a lynch mob, did not have the opportunity to vote until he was in his 30s. Her grandfather never voted as custom and law in the South, before the Voting Rights Act of 1965, systemically suppressed voting by Blacks. Although her family moved to California when Weber was three years old, it was her family’s experience in the Jim Crow South that has driven her activism and legislative work. She has fought to secure and expand civil rights for all Californians, including restoring voting rights for individuals who have completed their prison term.
Weber attended the University of California, Los Angeles (UCLA), where she received her BA, MA and PhD by the age of 26. Prior to receiving her doctorate, she became a professor at San Diego State University (SDSU) at the age of 23. She also taught at California State University at Los Angeles (CSULA) and Los Angeles City College before coming to SDSU. She retired from the Department of Africana Studies after 40 years as a faculty member and serving several terms as department chair.
Weber, shared message on the 2024 election results with again mentioning her parents were sharecroppers. She again fails to mention that Jim Crow laws were implemented by Southern Democrats.
My own parents, who were sharecroppers, were denied their right to vote in the Jim Crow era South. Before moving to Los Angeles from Hope, Arkansas, my parents, David and Mildred Nash, could not vote. My father was an adult with six children before he registered to vote and was only able to exercise that constitutional right for the first time here in California.
As California Secretary of State, I do not take the progress we have made over the years lightly. My staff and I hold sacred the obligation to ensure that our elections are safe, free, fair, and accessible to all. Therefore, before certifying the results for this year’s election on Dec. 13, we have taken a number of steps to ensure that every vote is counted. We have also made sure that our ballot counting process is credible and free from interference.
Weber claims many things, including that that “county voting systems are not connected to the internet, which protects them from cyberthreats”, yet at the same time county election workers use electronic poll pads to check voter eligibility.
Weber also forgets to mention that in at least seven California counties in 2024, there were bomb threats. We are not sure why this is being ignored by the state. Since when were bomb threats ‘nothing burgers’?
SOS Weber certified the 2024 Election with all these millions of ballot, process and system issues embedded in the results. How could she ever have done this?
